You've put muscle on, don't fret. Who cares what scales say? Lets be honest, we train to improve our LOOKS. As if a man is gonna pick you up and say "oh you look AMAZING, but you weight ...kg, that's too much for me".. bull****, he's gonna see you and think WOW, she looks incredible. regardless of what scales say.

Depends, do you want it to record your HR or just give you a live result on a display? If the 2nd option, you can pick up cheap Nike watches and HR monitor straps, but that only gives you a live reading to the wrist watch, it doesn't record anything. Did you develop shin splits from running? If so it's probably down to your technique and more so, your shoes. Don't cancel out cardio just because of shin splits, get some new shoes with less heel cushion and your technique will change on it's own, you'll also notice less pain/pressure on your lower back. Start lifting more, and heavier weight. Hundreds of women don't want to do it, but those that do look amazing (Jessica Ennis) and women who don't lift want to look like women that do, but without lifting themselves. Aint gonna happen.

I think 20lb would be enough, you don't wanna lose too much weight. Think about toning up your muscles as well, that will help you encourage what you're seeing :)
