If you are losing weight you are in a caloric deficit (conrats!). At the same time you are losing fat you are losing lean muscle mass as well...it's inevitable. To minimize muscle loss consider resistance strength training 3-4x/week in addition to increasing your daily protein intake.

Calves are one of the hardest muscles to "bulk up" on the body. The size of your calves is highly dependent on your genetics. Aside from avoiding isolation calf exercises and gaining weight, there is little you can do. If you have weight to lose, continue to do so and you should see a reduction in your calf size as well.

OP, you're just designed differently than 99.96% of the population. The rest of us get bulky from weights. It doesn't matter if we're eating in a caloric surplus, it's the heavy weights that make us so big and results in our clothes fitting too tight.
