I just think it shows a lack of respect for your neighbours. Sleep is a valuable commodity. No unnecessary noise between 11pm - 7am.

I love tattoos, especially on a man. I do think you can go overboard if you have them all over though. I love sleeves. I have one tattoo, on my hip. I really want more but I'm limited to where I can have them because I need to be able to cover it up for work.
