Yes, the cardio will compensate for eating 1900 calories if you truly did burn 1000 calories today. I personally don't eat exercise calories, but for some people it works and if you normally eat 1300 calories and burned 1000 today then you are still in a calorie deficit even if you ate 1900 calories.
