is it possiable to eat with in 1200-1300 calories and not exercise and still lose weight?

Definitely. Might even possible to eat more without exercise and still lose weight. Depends on your stats.

It's way easier to try to avoid losing muscle if you're exercising. Otherwise if you gain back you'll have a higher body fat %.0

It's the main reason I do some resistance work, what little cardio I do is for fun and not to primarily burn energy.0 -
You'll lose muscle mass and end up not looking as good. It's sort of the easier route that gives you a worse result. You should make sure you do some weight training and get enough protein to minimize muscle loss. Cardio is helpful for weight loss, but you should be okay on a conservative diet without much cardio. (But it's good to do it anyway.)0

If your only consideration is weight loss then yes, diet alone can accomplish this. If you're thinking in terms of optimal health then a well rounded fitness program combined with a healthy diet is the way to go.0

I've got a friend that just dieted and wouldn't exercise. She shriveled up and had her skin just hanging. She hates exercise. She looked really bad. Anyway, She's put all the weight back on and more.0

Google TDEE calculator and plug your stats in there to figure out how much you can eat without gaining weight. Anything below that number and you will lose. You have yourself on a highly restrictive diet.
I got to my goal netting 1700 and pretty sedentary. I didn't start exercising until I was nearly to goal.
PS you will look better 100% of the time if you include exercise :P0 -
Yes, I lost my first twelve pounds on MFP with very little exercise except for a little walking and gardening.
But I've added in more exercise ( some hiking, a push-up challenge, occasional 30 Day shred workouts) and I think I'm seeing better and faster results,lately.0 -

I don't know your weight/height, so I don't know. If you're of average height/weight, yes.
If you have a deficit, yes. While you will lose weight, you won't gain any sort of strength and that's not so good. You don't need serious muscle mass to be strong, but stamina is important. not having much muscle mass is, imo, just as bad as being over weight.0
