I didn't know about the hip thing, I just thought it was the widest part, which isn't necessarily the pointiest part of your bum.0 -
Where my pant waist sits, or where my body indents when I do side bends. From the bones I can feel, on the top points of my hip bones and right under my rib cage.0

Depends whos asking if it's for clothes it can mean:
Where your pants lay on your waist
where your 'natural' waist is (the smallest part usually above your belly button)
around your stomach centered at your belly button)
I also hate how hips mean:
the measurement around your hips
the measurement around the largest part of your butt0
