Wanting a certain weight, but also muscle.

I'm 19, 5'3, and currently 120 lbs after weighing myself today. My highest weight has been 128. I want to weigh 115, but i lift. I know muscle weighs more than fat, but my question is if i want toned arms (definition and biceps), legs, and stomach what would be a healthy weight to aim for? I have been wanting to see double 1's again in my weight. And i know the number on the scale doesn't matter its how you see yourself but my mind sometimes plays mind tricks on me making me want a lower weight than i should be aiming for. So i would love some advice and insight on what you guys would consider a good muscular weight.
* I'm going into the navy, so i lift and do a lot of pushups. So i know i won't make it to 115 from all the upper body strength i will need to have.

Forget the scale and go for muscle!! Best thing I've ever done, I feel so much better now only caring about how my clothes fit and how I look instead of what # of lbs I am.0

Focus on body weight crossfit exercises and chill with the lifting for now. Lift 2 to 3x a week and that's it. Sadly your going to lose all your muscle gains while at basic so just focus on body weight exercises for now and being able to run. Navy basic is probably easy, so you will be good.0
