Loosing waist but not hips :(

Since I started logging about 27 days ago I have lost 6 cams off my waist and not a mm off my hips. Any ideas? It's so annoying as all my trousers are gaping. I think my bum might be changing shape a bit (thank you 30 day shred) might that account for it? Bt there is still a lot of grabbale fat on the sides :(
