I'm assuming you mean the back of the arms, the triceps?

You can do tricep kickbacks, overhead extensions, skull crushers, dips, or tricep pushups.

Google them to see pictures of the proper form.

If you're talking about the fat that you carry in the area, then there is no way to target it with exercise.

If you mean the FAT, then nothing. You just need to lose weight and it will be probably some of the last areas to get tight.

If you mean the muscle behind it, then read HTIMPAIRED's advice.

Yes, fat loss will do more for the wings. Here's a compare of my arms that shows what just fat loss can do to improve the look. This wasn't even a huge loss in between these pictures. Maybe 20 lbs or so?

ETA: I verified. This was 4.5 months and an 18 lb. loss.

I did a bunch of tricep exercises and my arms got smaller from the fat burn and muscle development in that area.
this seems to contradict what other people in this thread have said, but multiple people told me that my arms looked smaller without me even telling them that I had been working them out.

So yes, losing weight alongside your tricep strength exercises will help a lot, but just toning your arms with the exercises can make a visible difference. =)

Core strength vinyasa yoga - u tube Sadie Nardini's yoga for weightloss quick video. I have been slim before in my life but this is the first time I have visible muscle when I flex my arms! Saw improvements after 3 weeks of doing the 17min vid daily; I do more now cos I like it. Have fun!
