how old are you? as you get older, a little fat plumps out the wrinkles, so you can look haggard when you lose weight. and if you lost weight quickly, the same applies.0

If you start lifting weights you'll tone up but you won't lose weight necessarilly just fat and inches. So what I would do is eat 200-300 calories above TDEE and lift heavy (this means that the weight is heavy enough that you can only do 8-10 reps). Now I know this sounds scary and, yes, you will gain a little bit of weight at first but you will get the look you're going for without looking too thin in the face. Don't worry about getting bulky as its extremely difficult for women to build bulk without taking testosterone and it's hard for us to build muscle in general
Edited for typos
Also, your face might look like that because it's thinner than the rest of you so doesn't match. If you were to continue to lose weight everything would even out I'm sure0 -
You cant spot reduce. Your body takes off fat from the last place that it put it on. So if it happened to be your face, thats the first place it is going to take it off from, and it will keep taking off from different places that the fat was stored. So you might not see anything taken off in your stomach for a while, as your face, legs, arms, etc. get smaller. If spot toning was a real thing, we would all have 6 packs!0

I am still 2 stone overweight and my face and neck area are very skinny. My clavicles reallys stick out but that is my genetics. When I lose these last two, I know I will look very very skinny in those areas but that is just how I am. If you tone up it may help a little. In my case it doesn't.0

First of all, the one thing that brightens your face is a smile! Sleep helps as well. As you lose weight, you may need a new flattering hair cut to show off your best features. You may have worn your hair in a style that flattered a rounder face, and that "roundness" is gone.
Your health is #1, so go for health and general happiness.0 -
I've told you lots of times what you need to do. Eat more (healthy, calorie and nutrient dense food), do more strength training on alternate days and a little cardio on the others.
We all store and lose fat in different areas in different ways. For some people, the first place they lose fat might be from their face, for others it might be legs or belly or arms. Its just a matter of individual physiology. For me it was my arms and bottom i lost it from first. Its only now after losing 60lbs that i'm finally noticing it coming off my face and i'm hoping my belly will be next.
You will find it harder to lose fat if you are not eating enough. (re my article on diets)
Don't be so hard on yourself. The chances are that you're obsessing so much about the way you look that you're not actually seeing what everyone else is! You're focusing on what you consider to be your flaws and therefore when you look in the mirror, those are what you will see more than anything else. By all means be aware of the areas you aren't so confident about but try and focus also on the positive things. You'll soon find yourself looking in the mirror and noticing changes because you haven't been obsessing over those areas.
