Not in proportion

Where are peoples problem areas in regards to storing fat? I have fairly big legs in comparison to the rest of my body and I was wondering if anybody had any advice on how to lose the weight there/make them appear slimmer ( Do I bike etc or will it make them appear bigger?) I'm worried I hit my target weight and the rest of me is slim but my legs won't be. If anybody has any advice that would be great. Maybe it is just the way I am but I would just like to know what others think. Thanks in advance!
