Advice needed

Hi everyone!
I started at about 205 pounds and managed to hit my goal of 185, and then managed to get to about 183, which for my height is a BMI of about 25. I wanted to lose a little more, or course.
Anyway, I have been stuck here (183) for about two months. I lost my fitbit about four weeks ago, but was hitting about 2300 in activity, and was logging about 1800 in calories. I have been doing bodyweight exercises as my exercise routine, pull-ups, pushups, etc. I have not seen much change in the number of pull-ups or pushups in that time.
Unfortunately, gym membership or weights won’t work for my living situation
The reason I am getting frustrated is I still have the handles on my back. Abs look OK (a little definition) but I hate the handles. I want to lose more.
I added some calories back, and I am gaining weight and am up to 185. I use calipers to monitor my waist. They don’t show a significant change from where they were at my all-time lowest, 180, but this upward trend is recent, maybe the last week or so. I am 46, so while I believe that muscle gain is possible at my age, I don’t think it happens that fast with people my age.
So, what do you guys think? Cut calories, add calories or increase the exercise?
Thanks,
Chris

I think you need to be patient...as you said, muscle gains are going to be a little slower at your age (my age as well). What's your diet like? You might need to clean it up, focus more on eating whole foods and cutting way back on processed stuff. You know they say, Abs are made in the kitchen.0

Hi Lauriem,
It depends on what you mean by processed. My typical breakfast is steelcut oatmeal, then a sandwhich with Eziekiel Bread (these vary, almond butter, peanut butter, or hummus and a vegtable, etc) and usually a fruit snack or two. I do use one of those 300 calorie dinners once a day, because they are super convienient for me. I don't drink regular milk, I drink Soy milkb (with the oatmeal and with my coffee), which does have some sugar added.
Chris
EDIT
I should add that at the 1800 calories, I was never hungry until I hit under 183, when I suddenly became ravenously hungry. I upped my calories at that point to keep sane. I don't know if that means anything.0
