Question for experience people who lift heavy

I think i might be getting the hang of it. What i mean is this. First Question when your lifting heavy at a surplus depending on how much of a surplus your eating will that determine whether if the bulk is all going to muscle or fat? Say we have John he is lifting heavy his maintenance calories are 2500.John eats a Surplus of 2700. My second question is Will Depending on how many calories he is burning with the lifting determine that either He build muscle or stay at the same weight cause he might burn enough to eat 2700 and may need to increase calories to have enough nutrition to build muscle?
