I never lose weight in my legs

I've lost weight before in my life. One summer I lost 30 pounds, but none of it came off of my legs. I would do running, elliptical, and weights for my legs. The only thing that happened was that the fat turned into muscle. Which is fine, but I want smaller legs. And they never seem to get smaller. They always stay the same size.
What am I doing wrong?

Blame genetics. Some people have scrawny legs, some have big legs, some are in between. Some things we can't change through weight loss. I am pear shaped and no matter how skinny I am, I will ALWAYS have a butt and hips. I did as a scrawny teenager, I did when I was overweight, and I do now I am a "normal" weight.0

UGH SERIOUSLY?! That's going to SUCK if I'm stuck a size 14 jeans0 -
I've weighed as little as 100lbs, and I still had big legs and a big booty for my frame. It's genetics!

This. That's physiologically impossible.
Also you're NOT stuck at size 14......just means you have to loose more weight. Keep dieting and doing cardio.0 -

How low was your body fat then? You may have to get quite lean before you start seeing a difference. Fat cannot turn to muscle you must have lost fat and gained muscle (including glycogen fuel and water) so clearly you have the ability to drop fat on your leg area. Try not doing intense weights, just some resistance on the elliptical and hills on the treadmill - basically internal training - maybe some walking lunges or a little plyometrics. Having said that I do agree there is a major genetic/ hormonal component to your body shape.0
