Doing the right things?

I'm trying to lose weight, lose body fat, and hopefully reduce my cellulite and saddlebags a little bit. They're not bad but I'm unhappy with them. I never had cellulite until I gained weight, it isn't in my genetics since my Mom and Grandma both don't have it unless they gain weight. My goal is about 118 - 123 pounds, but if my weight is higher than that it's fine, so long as I lose fat.

I'm 143 and 5'3 - 5'4" and my body fat is about 29%. I currently eat about 1650 calories a day, a 20% cut from my TDEE. I do a lot of walking and physical things at my work, and I lift weights for 30 minutes 2 - 3 times a week. I'm so busy so it's usually only 2. My diet is clean, lots of vegetables, fruit, lean protein and no junk or soda, just green tea (with no sugar) and a lot of water.

Does this sound good?
