Help!!

I am a healthy 22 year old female, exercising for atleast 25 minutes daily, eating clean. My calorie goal is 1672 but I usually eat just under that at about 1500 or so. On New Years, I re-started the 30 Day Shred workout and have been doing that everyday. At first, I lost 5 lbs and 1/2" in the first week but now in the second week, it is much different (and if anything, I am working harder and longer).
I started at 174 lbs on last Tuesday, then steady 175 for 3 days, up to 176.5 for 2 days then today is 178 lbs.

I normally would give no notice to what is on the scale but I have not been losing inches either like I had when I did the 30DS last year. I still have a lot of fat to lose so none of this makes sense. My sodium intake is low, I drink plenty of water and I've even been eating back SOME* of my exercise cals just because I have been pushing myself a lot more in the last week - so I would say I eat between 1700-2000 before exercise is taken into account. My typical daily workout regime includes doing 1 level of doing 30DS + some exercises from Insanity (8 mins worth) (or other workout tape) + Walking. In the last two days, I have done the 30DS twice, doing 46 minutes of the workout + another short HIIT workout + walking. I lift with 4 lb weights in each hand.

Not sure what to do, its so discouraging trying even harder this time around and nothing budging. TOM should have been here but is often late - especially when I workout, TOM comes atleast a month to 45 days after it was due (so I am unsure whether this gain is from TOM)

What is going on?? :(

    14 days.. Stay off the scale and stay on track for the 30 days, then reevaluate your eating and see if you need to increase.

    One "bad" thing about the workouts that you are doing is that you are building muscle mass, which will make the scale not move. Especially when you first start weight training, your muscles will retain a lot more water. It sounds to me like you have a very good routine, just stick with it and you will definitely get the results you are looking for.

    I know it probably sounds ridiculous that I am 15 days into this... but I am only resorting to the scale because I haven't lost any inches yet.. when I did this workout at 197 lbs (only doing the workout tape), I lost over 20" in 24 days. It's really confusing, not knowing how long your body actually retains water for, looking back at weight fluctuations and it not adding up . I was bloated a few days ago, the bloat look has disappeared now but the scale has gone up and inches are still the same. From my experience doing this workout, not typical this far into the game.

    The only thing that is different this time around is that I am not doing the 30DS workout alone but either doing it two levels in the same day and/or incorporating it with another workout.

    I'm obviously losing something, why its not reflective anywhere that is measurable is beyond me..

    When I first started (at about 225lbs), I didn't lose any inches for about the first month. Oddly I lost about 10 pounds in the first month, but all my measurements were pretty much unchanged. I guess my point is that bodies are just weird, but with time and effort it will change. BTW - I can totally tell a difference in your pics, looks like you're on the right track.
