Lost of strength in a cut cycle

I am on week 9 of my cut after a bulk of 8 weeks. I made great gains on my lifts when on a bulk. I am starting to see my strength go down and had to deload pretty much all my lifts.
Does strength loss = muscle loss?
I am 7 pounds down in 9 weeks but at least 4 of those were from water weight.

No, I wouldn't say you're necessarily losing muscle, It's more an issue of not having enough calories for recovery, or for sufficent gym energy.
That said, I am concerned about you losing strength so soon into your cut. Your deficit might be too large, you might not be eating enough carbs, or you might be trraining with too much volume.0 -
How's your diet looking? Keep the protein high and muscle loss shouldn't be a huge issue. As long as total cals are where they need to be. You will always lose strength during a cut. The extra mass makes a big difference in strength even if it wasn't all muscle.0
