There have been a lot of studies on this topic and the answer seems to be whenever works best for you. Some humans are great at working out in the mornings because they enjoy getting up early and they feel energized from exercise, There are those, like me, who prefer to workout in the evenings because exercise actually tires me out. I tried to do a spin class at 9:30am once and I was useless the rest of the day.
There was one study many years ago that found that those who wanted to be morning exercisers but normally considered themselves night owls, suffered more from the loss of sleep from getting up early more than they benefitted from the exercise when productivity was monitored.

Whenever works best for you. It doesn't matter what time. Some people are too tired to work out when they wake up, others can't work out at night/ before bed. I used to go to the gym at 1am sometimes. Whatever's gonna move you. I'm more motivated at night. I was working out at 11pm, now I've been working out around 6pm.0

Whenever you'll do it consistently.
Even if it was "optimal" to work out for precisely 48 minutes beginning at 2:17 in the afternoon, doing 5 workouts a week at 8:00 in the evening would be more "optimal" than missing 3-4 workouts a week because 2:17 pm doesn't fit into your schedule.0
