Do I need to lose weight THEN build muscle?

I'm only interested in losing about 20 pounds, but when I do I remain the same pant size.......
I'm more interested in losing inches and gaining muscle to have a fit lean toned look.
So I've been hearing today I need to eat my calories and then more to build muscle, but I'll never lose weight that way right?
So for now should I focus on hitting my goal size weight, and inches lose, then focus on building muscle.
Stats
33 right now pretty sedentary, I live on Colorado and it's cold, I'm not a skiier or snowboarder, once it gets warmer I will hike for a few miles on the weekends with my dogs. When I have a job I'm on my feet all day but not currently.
I'm 33 I am about 140 lbs (I don't own a scale, well I do I just have no idea where it is from the move).
My basic measurements are about 34/36 (breast), Waist (33/34), and hips 41.
(I'm happy with my hip size, it's mostly bone, I'm very pear shaped and I like it).
Currently I am doing 30DS, and 6W6P M-F, and a Jillian Backside DVD on Sat. Sunday I rest.
I'd like to get back to pilates or yoga, but won't do those at home. If you see my pictures I have a rod, and S curve. I need help so I don't hurt myself in the wrong position.
Any guidance?

Most of the online sources believe in eating your work out calories as long as they are not crap calories like booze, junk food and other simple carbs.
The whole website www.builtlean.com is worth reading.
Of course I use my work out calories for booze on the weekends.0
