I'm adding in a recipe for my records.
(boyfriends homemade veggie fried rice)
It starts with 1cup Dry (uncooked rice). But then it cooks into like what 2 cups regular rice.
Which do I pick?
1 Cup Dry? or 2 cups steamed?

Actually....I think it might be cooked rice since the recipe is for fried rice. Fried rice is usually made from day-old cooked rice.0

It depends if the recipe has cooked rice in the recipe or not. Example rice pudding would call for cooked rice in the following example.
1 1/2 c. skimmed milk
2 tbsp. sugar
1 tsp. butter
1 egg, beaten
1 to 2 c. leftover cooked rice
