Foot pain with athletic shoes

For some reason, my feet KILL me whenever I'm wearing athletic shoes even if I'm just walking, nothing high impact. I don't have this problem with flats, boots, converse, or any other shoe. I took the instep of my sneakers out and it helped a lot, so I can now use them for working out (mostly circuit training). It's a pain in the butt, especially since I'd like to start running - I thought it would be okay, but when I got to week two of C25K my feet started screaming and it affected my other workouts.
The pain is mostly on the outside of my feet, not in the arches. I don't have flat feet or other shape issues. I tried getting shoes at a professional runner's store and they still hurt. Has anyone else experienced this problem?!
I know a doctor's advice is really the best thing, but since I'm not insured right now I unfortunately can't go

If you're willing to try insoles, hit up one of those machines in Walmarts. They scan your feet and tell you what kind of insole you need.0
