Not so much that you retain water, but you do get extremely dehydrated (I'm a Florida native) from it because your body temperature has increased. You need to get extra water in you and put aloe gel on the burn ( you want a great cooling feel, keep the bottle of aloe gel in the fridge and allow it to cool- I personally keep a bottle of aloe gel in my fridge year round)

Aveeno Oatmeal Bath will take the heat out of the burn- I've gone so far as to cake it on my skin in the shower while washing my hair, and then rinse it all off at the end. If it's bad it takes a couple rounds to get the heat to go away, but it does help each time.

I've been in Florida for most of my life- As you know, sunburns are year-round here. :) Drink lots of water too... and cut back on your sodium if you can, that helps a lot.

    Yes.
A burn triggers an inflammatory response, the body's compensatory mechanism to bring healing components to the area of injury via the blood stream from the immune system.
Hot weather also affects osmosis, the body's ability to move fluids between cells, tissues and the blood stream and therefore decreases diuresis.
