I need some help to tone up and lose some fat

I'm an 18 year old girl. I'm 5'3'' and around 120-123 lbs--I'll weigh myself tomorrow morning. Anyway, when I was 13-14 I weighed around 150 lbs and I've lost all that weight over time.
The way I carry my fat is annoying...I carry it in my tummy (lower abdomen), butt and legs. I have a little flab on my arms, too, but it's not that bad. I lost my boobs when I lost weight...I'm a 34B now, and I don't want to lose any more from my chest. My shoulders and collarbone area are super bony and visible. I'm skinny up top. I'm a size 6 in jeans and dresses usually, and a small in everything else.
I belong to a gym and I just ordered a New Balance N4 heart rate monitor because I really don't know how many calories I'm burning at the gym. I tend to go on the stairclimber for 30 minutes and the elliptical or bike for 30 minutes when I go to the gym. Other days I do 30 minutes of cardio and 30 minutes of strength training (circuit/weights), although I don't know how to do that many exercises. My gym has classes like cut and core, zumba, spinning (at inconvenient times, though).
I have a treadmill at my house and have just started trying interval jogging/fast walking, which is a real workout for me.
I eat pretty well, I guess, although I don't know how to do the math portion of losing weight. I don't know my body fat percentage or how to calculate it. I'm new to all that.
I guess I just need some advice. My prom is coming up in late April, and I'd like to look a little better by then. Plus I'd like to be able to wear a bikini.

Your bmr should be right around 1400. In my experience this means you should be able to maintain your current weight at up to 1700 calories. Your best bet for weight loss is probably in the 1350 range. This does not always work based on calories alone though. If you cant drop body fat at that level of calories, try increasing your fat intake. Make sure you are getting healthy fats from animals, butter, cream, nuts, and not polyunsaturated fats from seed oils.0

I'm 5'4 and 123lb. I am trying to sort out my body fat so i look leaner! I have flab on my stomach and arms. best thing is to strength train. Maybe try Jillian Michaels 30 Day shred? I lost 6lb doing that in the last 2 months and lost 3 inches on round my waist. I'm still not happy but i'm getting there. I'm not an expert but i always thought cardio was the way to go but now i'm realizing you have to lift weights too.0
