I have found that what I eat DOES matter, even if I stay within my alotted calories for the day. But that's just for me....I'm not sure about everyone else. If it's junk food, I don't lose anything....0

In theory, no. If you are eating at a deficit, you should be losing.
Are you logging every single thing? Drinks for example.
Also, if you do eat 90% crap, try doubling your water intake as crappy foods tend to be high in sugars and sodium and things that make you retain water.
The other thing is are you eating back your exercise calories so you are netting your calorie goal? If you are eating way under, that will also not help you lose.
