I have the same problem!! I am pear shaped so my butt looks weird for my size/attracts unwanted attention.
I'm 5'0" and was only a size 2 on top but 6 on bottom.

I am a dancer and I hated feeling weird before a performance or show.
I went down 4 pants sizes but lost only 3lbs.

I combine 45 mins of cardio everyday with a 1 hr muscle toning workout.
    It's usually: elliptical/running + yoga/pilates.

This is my weekly pre-comp schedule  :

Day 1- 1 hr Pilates, 45 mins Running Hills

Day 2- 1 hr Power Yoga, 45 mins Elliptical + Choice of Easy Activity (Dancing, Biking)

Day 3- 1 hr Pilates, 45 mins Running Hills

Day 4- 1 hr Ashtanga Yoga, 45 mins Elliptical + Choice Easy Activity

Day 5- Easy Stretching, Easy Jog (Take this day off if you're feeling fatigued)

Day 6- 1 hr Pilates, 45 mins Elliptical + Choice Easy Activity

Day 7- 1 hr Gentle Yoga, Easy Jog

Don't overexert yourself! If you feel tired take a break and STRETCH!
It's really key to alternate types of leg workouts to get them toned.
Try doing the elliptical backwards, getting a variety of hills, sprints, and walking places as much as possible.

Keep working, replacing fat with muscle takes time, just remember that and don't beat yourself up over it!
Best of luck to you

I have heard that the Brazil Butt Lift program works wonders but I haven't tried it to verify myself!

You can't spot reduce. Or in other words: Your body decided where to add the fat on, it will also decide where it will take it off. You can not in any way or exercise encourage your body to only lose fat from certain areas.

Deadlifts are a great exercise to help "tone" the back side. Lumbar, buns, hamstrings etc.
