What you want to do is impossible without surgery.
Eat less, lose fat. Looking "toned" simply means having a lower bodyfat %.

You can't spot reduce so you need to lose weight all over to get rid of fat.

You can strengthen the muscles in your arms which will make the muscles look a bit better but they'll usually be hidden under a layer of fat until you lose fat all over.

Do full body exercises around 3x a week to strengthen all over.

Bodyweight: push-ups (start with girly and work up to full), pull ups (start with inverted rows or dumbbell rows and build up to pull ups), dips (start working from a chair with your feet on the ground and work up).

    And/or

Barbell: Squats, bench press, deadlifts, overhead press, rows. (Stronglifts or Starting Strength are great programmes.)

Results will come in time and you won't get bulky unless you're eating at a surplus (i.e. if you're on a weight-loss diet, your muscles get stronger but not bigger).

    Thanks for replying.

I thought it would be a tricky one tbh.
Im so fed up of them now, its came to a point i wont go out without a long-ish sleeved top and has to be baggy :(
Hopefully if i keep up the weight loss things should fall in place..

    Thanks!

It's always disappointing when there isn't an easy solution, but hard work can really be worthwhile.

i am by no means a heavy lifter. 10 lb weights make my face so unbelievably sweaty...but still, lifting those weights (i do 8 lbs, 10 lbs, and 5 lbs, when i feel exceptionally weak) and they have made a huge difference on my biceps, triceps, shoulders.
