Does/Has anyone had/have this small bulge of fat and wasn't able to get rid of it?

ok I'm assuming you're referring to your lower abdominal area but to be honest I can't see any "bulge" in your photo. Your stomach looks completely flat to me so I wouldn't worry too much about it.
I've never found that any particular exercise was able to target that area but regular cardio has helped me to reduce the size of it in the past.0 -
Only way is to lower your bodyfat percentage. Restricting calories and minimizing muscle lose.0

Slight caloric deficit (with or without cardio), adequate protein, heavy lifting, and time would be the most effective way. Essentially lose fat, without losing much muscle.0

This is working for me, lifting 3x/wk and HIIT 2x/wk. You don't look like you have a lot to lose, so its going to seem like forever, but it works.0 -

Correlation =/= causation. It was the caloric deficit that made you lose the fat, not the cardio or ab exercises. neither of which is needed to reduce BF%, but can burn calories allowing you to eat more while still being in a deficit.0 -

Go by how you feel and look, stop when you are happy with the results this may be 22% or may be 16%.0 -

I realize - which is why I began with "you can't target areas" - I've slimmed down all over from this approach.
Also, Sectility - I looked through your diary and saw that you've been eating at incredibly low numbers. If you've done this to lose weight, I'm sorry to tell you that once you start eating at a more "normal" level you'll likely gain a lot of the weight back. If you've done this because of a genuine fear of food and/or ED then I suggest you seek counselling and look into figuring out your BMR and maintenance calories. You will lose weight (and have been) by eating at such low numbers, but it will be muscle and fat equally. With exercise and a healthier calorie deficit (likely eating at closer to 1400-1800 cals a day) you'll lose only fat. I only looked back about a week, but if you have been eating at these levels (under 600 a day from what I saw) for a long time you might need to look into a metabolism sort of reset by eating above your necessary maintenance calories for a little while before you will be able to drop by eating at a slight deficit.0
