Losing weight but not inches

I completed Insanity about 3 months ago and lost only 8 lbs but 3 inches off my waist and 2 off my hips. After completing it I plateaued but realized why. I needed to eat clean again. Recently I have been eating clean and lost 6-7 lbs in a week and a half. I also exercise still but not as intense as insanity. I lost much more weight faster by doing this than Insanity BUT I haven't lost any inches off my waist and hips. Why is that??? What can I do to lose both? I am currently 124 lbs and I want to lose the last 4 lbs. I am happy with my body now but I just want to lose my belly fat.

    There is fat around your insides around organs too :-)

    Likewise here. After eating healthy and working out for about 4 months now, my body is toned except for the belly. That last inch of fat over the belly is covering the 6 pack underneath. LoL

    I don't want to lose any more weight but I do want to lower the body fat percentage. I've read a lot of posts saying lifting heavy weights will help reduce body fat. I used to jog 3 times a week, do weights 2 times (not heavy) and a day with some form of cardio. I changed to doing weights 3 or 4 times a week (not very heavy but heavier than before) and jog 2 times a week. It's been a month and my weight did not move. I'm not seeing any progress on the body fat percentage or the last inch over the belly. My muscles got a little bigger - a little more definition.

    I'll continue with this routine for another 2 months but it might take longer (I think old fat is very hard to get rid of.)
