SO I have been told many, many, many times that a person cannot build muscle when they are at a caloric deficit, BUT I then have also heard that you can, you just need to lift heavy.... What are your thoughts?

Its VERY unlikely. A lot of people experience noob gains, but they don't last very long. Most of us have to pick one or the other and get after it.0

Can anyone explain to me why? what is the science behind it?0

I don't know how scientific this is, but you have to be eating more than your maintenance to gain weight. If you are in a deficit, you are not getting enough nutrients to grow. Eat more than maintenance...grow...eat less than maintenance...lose.0
