Is it better to go over my caloric limit once in a while versus going under and having my body go into starvation mode?

Well, you don't really want to make either a habit. But if you're daily caloric intake is set at 1200, then please, by all means, choose going over before going under!!! 1200 is the bare minimum of what you should be eating. So if you're working out, make sure you're hitting a net calorie of at LEAST 1200.0

"Starvation Mode" doesn't really exist. You'd need to sustain a very low calorie intake for weeks for your body to adjust your metabolism down. Even then, once you start eating more again, your metabolism will increase (but you'll gain weight until it does because of the lower initial metabolism). Be near your calorie goal - a little over or a little under doesn't matter because you're plus or minus 5-20% of your calorie goal anyway - there's just no way to be exact anyway with calorie intake or exercise burns.0
