A properly fitted bra works wonders! If you haven't been measured and fitted by a pro, I highly recommend it.

The only thing you can do without surgery is workout the chest with heavy weights. By building up the chest muscles it will give you a lift! It is a long road with a lot of work, but it will definitely help significantly.

Yep, never underestimate the power of a good bra. My favorite is a Bali Minimizer but you should try being fitted by a pro. It will actually make bra buying easier. You'll know what to look for and what not to wear.
Upper body exercises, specifically the chest and shoulder muscles will help, for sure. Just having better muscle structure on the upper chest improves your look. It won't lift the girls back where they used to be but you'll look better.

And surely-a good fitting push up bra!

This! And do exercises like the chest press to help your chest muscles support them better and give them a lift. If you have access to the pulley-style machines, they usually have pictures of the muscle groups that the machine works.

Victoria Secret! Even if you don't buy from them they'll measure you and recommend bras for you :) Unfortunately you can't really undo gravity without surgery, but dumbbell bench presses and other exercises to target your pecs might help shape them better.

I actually double bra a lot. I'll wear a normal one and then a compression sports bra on top. It doesn't work with many outfits and isn't the prettiest of looks but compared to the alternative...

For the record, I didn't mean Victoria's Secret. I meant a shop that actually knows what they're doing. Victoria's Secret had me wearing bras the wrong size for the past decade. I went to a real fitter and found out that I'm two sizes smaller in the band, and MUCH bigger in the cup. Quite shocking, really...but I guess not too surprising, considering my real bra size isn't one that Victoria's Secret even carries....hmm.

I've heard Nordstrom's is good if you've got one where you live. Otherwise, find a legit specialist shop that is not Victoria's Secret or something of that nature. I'm in the UK now, and I like Bravissimo.
