how to accurately take measurements

Can anyone tell me how to take body measurements accurately? I bought one of those cloth-type measuring tapes from the fabric department and everytime I measure myself, it comes out as much as 1" different, in the same setting.... 1 second apart, UGH. I must not be doing it properly. Can you help me?
