1 month to tighten up

Hi all, so I'm a girl, 5'2.5'' and around 126 to 128 lbs. I'm a size 6, usually, but it depends on the brand of pants/clothing. My problem areas right now are my belly and legs. I'm not "fat", but I'm sick of having trouble finding pants because my belly turns into a muffin top so easily. My upper arms are also kinda squishy. I feel jiggly. I'm going off to college and I want to look my best if possible.
I eat pretty sensibly, so I'm more concerned about the right workout plan for me.
Should I invest in a heart rate monitor? I was looking and New Balance seemed like an affordable option. Polar is too expensive for me.
I'm going to stay active in college, and I know true results come slowly but if I want to give one last push before I leave, what do you think I should really focus on in terms of exercise? I've kinda been exercising on and off with no real plan.
I like to spin and could certainly do that twice a week. My gym has a circuit of weight machines and weights, a track, stair masters, ellipticals, and fitness classes...body pump, power yoga, etc.

    I'd think the elliptical might be a good choice for you, as it can work out your whole body! That, or running on the track would be a great idea. I'd also recommend drinking a lot of water! :)

    Do you guys think I should go to Bodypump classes to tone up? Or should I use weight machines? Or both? I can do Spinning 1-2x a week and also use the Stairmaster and elliptical. I can swim laps in my pool as well. I'm looking for a consistent strength training schedule that will give me results.
