are 15lb barbells going to help build mucle and tone to start?

What exercise?
Rear delt flyes? maybe with calorie surplus. Otherwise that's probably an aerobic workout. Saw a guy at beach with 2lb dumbbell at beach doing kettle bell style swings and other exercises. Almost chit myself laughing.0 -

depends on your strength level now. I suspect though that 15lbs wont go far. But I say if your interested in some strength training, there are body weight routines you can consider.0
