I would assume Yoga/Pilates or any other stretching type activity.0

Variations of squats and lunges including pliet squats and curtsy lunges.0

What ericaroo and CFAITH said, and a lot of running.0

The best routine for slimming the thighs would be to do squats* 3 times per week on alternate days. Start off very light by just using the body weight for 2-3 easy sets of 10 repetitions, then gradually build up the resistance over 3-4 weeks.
The best aerobic exercise to help burn fat from around the thighs would be walking, rowing or any exercise that works the thighs and other major muscles at the same time
Good luck0 -
I'm pretty sure riding a bike a few times a week will help to tone your upper thighs and because you won't be doing it every day it won't bulk up. That's what helped me anyway, good luck0
