Body Fat. So confused...not even sure what to ask

I'm at a point where I want to lose fat and gain muscle. I don't care if I lose anymore weight, but I don't mind if I do. I want to get down to a 20% body fat. I'm currently 124 lbs and 27% body fat. I exercise regularly, but my body fat doesn't seem to be going down. I don't know what to eat/how to reduce body fat.

Can someone walk me through this step by step? It's confusing and I want to make progress.

You need a calorie deficit to lose fat, you need a calorie surplus to gain muscle.

Best way to lose fat and gain muscle is to do bulk and cut cycles. For 4-6 weeks, eat at a small surplus and lift heavy weights. Than for 4-6 weeks drop calories down to a small deficit, keep lifting and add in a bit of cardio. Keep doing those cycles until you are happy with the look of your body and your body fat %. When you drop your calories down to a deficit you want to ensure you are still lifting and getting enough protein so you don't lose muscle.

Thank you for this! The science and numbers of it all are great for some people, but I just wanted a straight forward plan that made sense. This makes perfect sense.
