Body Fat. So confused...not even sure what to ask

I'm at a point where I want to lose fat and gain muscle. I don't care if I lose anymore weight, but I don't mind if I do. I want to get down to a 20% body fat. I'm currently 124 lbs and 27% body fat. I exercise regularly, but my body fat doesn't seem to be going down. I don't know what to eat/how to reduce body fat.
Can someone walk me through this step by step? It's confusing and I want to make progress.

You need a calorie deficit to lose fat, you need a calorie surplus to gain muscle.
Best way to lose fat and gain muscle is to do bulk and cut cycles. For 4-6 weeks, eat at a small surplus and lift heavy weights. Than for 4-6 weeks drop calories down to a small deficit, keep lifting and add in a bit of cardio. Keep doing those cycles until you are happy with the look of your body and your body fat %. When you drop your calories down to a deficit you want to ensure you are still lifting and getting enough protein so you don't lose muscle.0 -
