Last kgs/lbs to lose are the hardest, I'm stuck...Help

I'm having some trouble at the moment...
I'm almost at my goal weigh I first set, which is 65.5kgs or 144lbs, I'm 68.8 kgs/151lbs at the moment, I'm 5,4/162cm (I'm a short *kitten*) )
Been doing 30 mins of cardio a day plus 60 mins of walking since February, lost 17kgs/37lbs and I haven't lost any weight since a few weeks and I've been eating 1200 net calories so I ensure I don't starve myself and always eat back my calories I burnt. to lose weight. Either I'm not eating enough or my body has adapted to the exercise... I want to now lose about 8kgs to be a healthy weight for my height, as according to my BMI I'm still overweight. I also don't have much muscle tone as I used to be very inactive and eat a lot of crap, (please feel free to see my pics on my profile) never played sports or anything, now I'm not sure whether to try to continue to lose weight as I still have cellulite on my arms and legs or to build muscle tone...I need advice please... The weight isn't coming off and I'm getting inpatient and don't know why

Are you eating back any of your exercise or just eating 1200? If so that's probably the issue. Between your body getting used to the exercise and you not fueling it enough it's decided it better hang on to what it is. It sounds counter productive but you probably need to eat more to lose.0

Sorry I am eating 1200 net calories a day so I am eating back my exercise calories. I try to ensure that I don't starve myself.0
