Heart rate on treadmill--Help

So the past few times I have been at the gym I started on the elliptical. When I move to the treadmill, I check my heart rate and it was around 133. After walking on the treadmill for about 10 minutes I check my heart rate and it was down to around 56 and I never could get it to go up from there...is this normal? Do I need to get an actual heart rate monitor instead of going by the machine readings? And do the monitors come with a calorie counter?
Any suggestions appreciated....

I always go by hrm readings, the machine sometimes has me at over 200bmp while my hrm has me at around 160, big difference. I've just ordered an ft4 cos it's better than the one I'm using now, and yes it tells you calories burned.0
