Last few lbs - any explanations out there?

I'm 2lbs away from goal. And have been for 3 weeks. ( Ignore my weight loss logs, I only log a drop if I see it consistently for over a week )

The scale hasn't moved nor have the inches. In fact it has spiked up and down more than ever. ( I wonder if that's because I upped to 1600, which is supposed to be TDEE-20% for me. But I should REALLY be TDEE-10% for the last few lbs, but I'll get there soon. )

Why are the last few pounds harder to lose? I'm very short and heard its going to be harder for a shorter person ( 4ft 8 ) to hit a lower healthy BMI. Oh well! It is what it is! It took me longer to become overweight so Im happy with this loss time scale regardless.

This is just curiosity. I will find out my true TDEE once I purchase my Fit Bit Flex, and see if my calculations are off. But for now if anyone knows why this happens I'd be really interested to know. :-)

I'm just a few lbs away from my goal, too. I'm losing really slowly....maybe a pound a month. I'm not really concerned with the last few pounds, though. They'll come off when they come off. If you're eating at a slight deficit, it'll happen eventually.
