How did you figure your bf%? Scales and online calculators are ridiculously inaccurate.

    Of course it's ok.

If you're not happy with your body, it's also ok to work out and modify that body fat %.

And, some methods of determining body fat are very unreliable.
  • it does bother me A LOT.

my waist is 22 inches and hips 39.

What JW said above. Sure it's ok. If it's not what you want, though, you can change it. Unless you're pretty short, at that weight I'd probably focus on dropping inches instead of pounds, which probably means strength training. You can reduce your BF% by adding muscle, not just by dropping fat, and the inches will still go down.

^This says nothing about your bodyfat...You need to figure out your bodyfat, not your inches.

I am amazed that your bodyfat could actually be that high with a 22 inch waist! How were you calculating bodyfat %?
  • my friend is dietician, was visiting her office and for some reason decided to weigh myself.

have giant calves, thats not genetic. they are soft and "hangy",not muscular.

Weight doesn't tell you your body fat. Hangy doesn't tell you your percentage either
