I need to be able to run 3.5k in 12 minutes, and I have three months to achieve this.
I can currently run 2.5k in 12 minutes.
How can I achieve this?

Yup. Go out there and run a few miles nice and slow, 3 or 4 times a week. Once (or maybe twice) a week do speed intervals.
Most people think the way to get fast at running is to go out there and run as fast as they can as far as they can every day. That is actually the furthest thing from the truth. You teach your body the distance and you teach your body the speed. The only time you put those together on the same day, is race day.
