No. BMR is the bare minimum your body needs to sustain itself if you were in a coma. To lose weight you need to eat more than your BMR. TDEE is the number of calories you burn in a day. If you eat that you maintain, more you gain, and less you lose (again provided you eat more than BMR) Check out the stickied topics that point out links for new users.
