What is the best exercise for me?

The issue I have is that my legs are quite bulky - my thigh and glute muscles are huge yet they still have a layer of wobbly stubborn fat over the top. However, my upper body is quite slender - too slender. I have what some call a 'xzylophone chest'.
My favourite form of exercise is aerobics, but its heavily legs based and I can't help but feel that this only contributes to my thick thighs and the minimising of my chest!
Doing the aerobics has helped me lose weight but its came off my chest and not my legs and bum. In fact, I measured my thighs before I lost the weight and they have actually became larger while my bra size has decreased!
I weigh only 7stone 10lbs at present so weight loss is off my agenda. What I want to acheive is toned legs and a toned but reasonably sized upper body (i.e. would like to have some boobs left!). However, my legs and bum still seem to have a layer of fat over the muscles - how can I tone this without stripping fat from the rest of my body?
Is it even possible or am I going to have to have an anorexic looking upper body and a chunky lower body?
I know genetics play a role and they have not been kind to me as my mother and father both have slim, long legs. I can't help but feel that the high intensity aerobics which are heavily leg based, have given me athlete like endurance muscles. What do I need to do?

Cut back on the cardio and up the strength training. Lifting heavy will add muscle and tone you and you won't be so anorexic in appearance. Be sure to eat at minimum of 1 gram of protein for every pound you weigh.0

Sometimes BF distribution just works out kind of badly, unfortunately. I have to get practically skeletal in my ribs to lose my lower tummy pooch completely, so I just don't shoot for totally flat (I lose my boobs first, too). For the upper body, you can lift to gain muscle there, and it helps a lot. I'm putting on some serratus meat over my ribs, and it looks so much better!
As far as lifting for your lower body, I'd still do it to get the muscles as tight as possible. Maybe lift in the strength range instead of hypertrophy (muscle building), but eating at a deficit usually takes care of that itself. I've been using strength-type reps on my quads, and they look slimmer, definitely. They are hard, but slimmer0
