Shifting body fat/losing last set of pounds

Okay so I know body fat is mostly more important, as muscle is much healthier than fat to my knowledge.
I'm not 100% interested in losing all of my fat, but rather redistributing my body composition. So essentially, in otherwords, I do want to lose about 20 pounds.. But as I am which fluctuates at 134-142 (mostly 140 these days), I have an apparent body fat of 23.4 according to a gym trainer I consulted with.
I'm also 5'73/4 call it 5'7/5'8 so I am quite tall.

How would one obtain such a figure? Not saying I'd like her body, lol! Throughout a long rinse of depression in my young life due to my weight/appearance, I have finally accepted who I am and am learning to love who I am/my body, because I can be the BEST I can be. And I can only be me.. (Sorry for the spiel but I wanted to just shed the light that I'm not in hopes of meeting a fairy to grant me this womans figure, but I think porportion wise- I would love to have a similar body! If possible.) For example, the depth of my thighs alone are quite thick so I am unable to understand how my body composition will change so much to thin out.

For comparison, my photos are in my profile, only 2 as I've been a bit discouraged as of the last few weeks except for this week! I will not give up and I will get stronger, and feel better, and feel/look the way I want.
Any suggestions on how to do this? I do weight lifting as far as the 30 day shred and videos when I can because I have to as I know its important. But I also get discouraged sometimes as I don't feel like I am making a difference.
By the way, my profile photo is from a year ago today, and the other photo (more recent) is from about May of last year. basically look the same.

Also i'd like to note that overall, my highest in my life has been 234+ and I've lost roughly 100 pounds disregarding my fluctuation, but along with that-there wasn't much fitness involved. So A lot of my body is not solid, although I see muscle in some areas, it's still covered in layers of fat, which I'm not sure if I should up my cardio and so forth or just lift.
In general though, I now have an avid love for fitness and getting stronger also sweating!0 -
I think the key is to pick your parents carefully. I suggest next time you choose George Clooney and Giselle Buncheon. Sure, they'd probably be terrible parents, but when you're half naked on a runway who cares about things like family or love, right?
All sarcasm aside, I'd take my short stalky parents over all those skinny folks because they are so amazing that it blows my mind on a daily basis. Not that naturally skinny people aren't good parents, it's just that mine are the best.
ETA: You can work really hard to have a hard body, but your composition and how the muscles and fat fall are kind of hardwired. I know on me, I tend to look like a taught wire when I'm really really fit. It's not a look that everyone lies or thinks of as feminine. And it's not even one that I'm particularly attached to.0 -
Unfortunately you can't choose where you lose. Spot training your trouble zones will build those muscles but you may lose inches from your bust.
Once you strength train you will lose inches as you body uses the stored fat however it sees fit. You can attempt bulking and cutting to build muscles, but your figure is genetic, and there is little "sculpting" can do for that.0
