Jogging stroller and weather question

I want to get a used jogging stroller, but I am afraid it is too cold to go with my baby. It's about 25 degrees right now, if I get a weather cover, will that be okay to run with her or will she be too cold? I'm asking because if it would still be too cold, I would just wait to buy one. Thanks

My son is 6 months old and I run with him in the stroller. I just dress him in warm clothes, hat, blanket and hang a blanket off the hood of the stroller (so it hangs in front of him and blocks the wind). He does just fine.0
