Losing body fat

I'm a 21 year old female college student. My height is about 5'4 and I currently weigh about 132 pounds (59 kg).
About two and a half years ago(the year of 2011), I weighed around 120 pounds and lost about 10 pounds within half a year. In hindsight, I was doing my diet in the wrong way because I cut down my calories too much and should have done more exercise.
After my bad diet, my weight slowly went up without me even realizing it and between 2012 and 2013 I gained a few more pounds and became what I am right now.
Now I really decided to try this in the right way and from last summer I started working out 2-3 times a week. I also don't believe in eating less to lose weight anymore because it only slows down my metabolism which (from what I know) deactivates my body further and makes it harder to lose body fat. Therefore, I'm eating around 1800-2000 kcal a day and go to the gym 2-3 times a week.
However, it's been a while since I started to reset my body by eating the right amount of food and working out. I started this method since last summer so it's been about 6 months but I don't see any result.. I knew it was going to take a long time to see the result but I was expecting to see a little bit of change of my weight.
Is it possible that I could've gained some muscle weight so the scale still says the same number even if I lost my body fat? since I've been doing some strength training + cardio?
I really hope to find the right way to reset my metabolism and get back to the weight I used to be.
Any advice as to how to lose weight in a healthy way?

You have to look at your measurements. I know that when you start doing weight bearing exercises, you will gain muscle. This takes up less space than fat, pound for pound.
I suggest you measure yourself every couple months so you can see inches lost. After awhile you will start losing weight because having muscle will allow you to burn more calories.
I was at 162, did the insanity workout program, lost 14 INCHES and weighed exactly the same. I have been trying to lose weight. I increased my calorie intake last week by 500-600 calories and now I am down 2 lbs. You should make sure you are eating enough and also eat your exercise calories. Stick with it and you will see results.

You're 132? Okay...my goal weight is 130 and we are the same height.
I would start eating at a maintenance level or close to & develop a heavy lifting beginners program.
What you want is a better looking body which will come from developing muscle.0 -
Sounds to me like you're eating at maintenance. Your calorie intake may be a little off, try using a food scale to see if you're really consuming the amount of calories you think you are. If you're logging accurately, and still not losing, you may need to drop your calories down a little.0

I just want to clarify the fact that my clothes don't really fit the way they used to beforeMy jeans got a bit tight and my belly is also protruding... I always had a thin waist so belly was not something that I didn't have to worry about, but now I'm a bit worried.
Also, I want to hear your opinion about eating less/reducing your calorie intake to lose weight in general terms.. Is it really necessary and realistic to reduce your food intake to reduce your body fat and to keep your weight off?
