Help: Net calories versus calories consumed

For the BMR - is that the minimum calories consumed, or minimum NET calories?
I'm doing the TDEE method, and I put in exercise daily to get a TDEE of roughly 2180, which would be 1744 with the TDEE -20% method. My BMR is around 1350 (can't remember the exact at the moment - I'm posting from my phone).
I know you don't eat back exercise calories for TDEE.

BMR: Basal Metabolic Rate. That's the minimum your body needs, before exercise, and therefore not NET.0
