the reason why you're getting nowhere looking it up is because it's not true
if you're in calorie deficit then you're burning fat. If your belly's cold then maybe you need to put on a sweater.0 -

If your belly is cold while you're working out at the gym, it's because you are sweating and your body's first defense against overheating is working. Moisture evaporates off your skin, leaving it cool to the touch.
Why on earth would you think otherwise?

In the OP's defence, I've heard the same thing! If you're belly is cold while you are doing cardio, it's meant to mean that you are burning fat. Though, my fat (belly and butt) ALWAYS feel cold, presumably because the fat is like insulation, keeping the warmth in... like a thermos flask0
