Don't know what to do?!?

For the first time in my life I am not just dieting but exercising. But guess what? it's not working or I don't think it is?!?! I started early march. First two weeks 2lbs a week which is about what I would with dieting alone. Since then I have lost 0 to 1lb a week. Some weeks I lose inches some I don't. I eat 1200 and initially I was eating what Nike plus said I burned. I slowed down and decided to maybe eat 3/4 the calories it said. Am I not eating enough? Yesterday I raised my base calories to 1300 but I don't know what to do -_- any experience or suggestions?
