    Yes ... i can spot someone looking at me without having to look at them (most women can do that), he does stare when i am not looking. I notice his body tenses a little and he pauses for a second when i come in or pass by. I am just too chicken to look at him directly to confirm my suspicions ... only once did i unintentionally caught his stare, he didn't look away ... but i did, i was a little shy and he probably notices my shyness

    You're a grown *kitten* woman. Go up to the man and say, "Hi, my name is ____. I notice you looking at me and I like looking at you. Want to bang? "

    Look him directly in the eyes. Hold for a second longer than you should and smile. Wear something unique that he can comment on.
